I have a question about my 2011 ATX computer. Can I set lower voltages for the devices inside to save energy, having almost the same functionality? I am thinking about straight 3 volts, 4 volts and 11 volts. Will these makes it work for my devices? I have a typical HDD and Optical Drive.

Are there a great risk to destroy any mechanisms inside? Does the devices have up step stabilisation easily to their nominal voltages?

    What do you think?

For drives basically you can try lower voltages by 1-2V, some of them still work correctly but you won't get much energy save from this. Drives like HDD/SSD, optical drain small a part wattage of whole system. The main energy eater are CPU + GPU and that voltages you can't lower by changing main external power supply level since they have own regulators and core voltages in most cases won't reach even 1.5V

Probably better idea than lover voltage PSU is down-clocking CPU and down-clocking or modding bios of graphic card. You should remember that majority of power is emitted as a heat.
